01 Purpose and scope

Full comparison incomplete / Needs review. 5 directional categories remain pending. Pending means not established in this bounded pass, not historical absence.

Pro-Choice requires explicit political or public advocacy for legal abortion access and reproductive decision-making; privacy, contraception, medical care or party identity alone is insufficient. Participation in a named legislative initiative can establish organized advocacy without membership in a separate campaign organization.

This example concerns Nicky Morgan as a UK Conservative MP in October 2018. Party affiliation is the historically bounded actor classification, not proof of every personal conservative belief or a universal party position. Pro-choice commitments and conservatism can overlap.

Political disagreement or restrictions must be assessed on particular conduct and effects; neither automatically harmless nor automatically a qualifying harm finding. Do not manufacture neutral coexistence from shared parliamentary membership or reciprocal endorsement from joint sponsorship.

04 3. Conservative → Pro-Choice — Supportive interactions

On October 23, 2018, Conservative MP Nicky Morgan was listed among the MPs backing introduction of Diana Johnson’s Abortion Bill, a proposal addressing criminal liability for consensual abortion. The parliamentary record establishes participation in that legislative initiative, not enactment, a party-wide position or measured outcomes. Sources [1] [2] [3] [4] [5].

RESEARCH NOTES

08 Source inspection notes and qualifications

A. House of Commons, Votes and Proceedings, October 23, 2018, No. 193, corrected November 12, 2018:

https://publications.parliament.uk/pa/cm201719/cmvote/181023v01.html

Inspected item 2: motion’s long title, result granting leave, ordered presenter list including Nicky Morgan, and first-reading entry for Bill 276.

Primary procedural record establishes the listed supporters and introduction stage. Diana Johnson presented the bill; Morgan is not described as its lead presenter. The division concerns permission to introduce, not final legislative approval. No individual Morgan vote is asserted solely from her inclusion in the presenter list.

B. Hansard, Commons Chamber, October 23, 2018, Abortion debate:

https://hansard.parliament.uk/commons/2018-10-23/debates/87ec718c-43a1-42f5-87ca-d6beb73742bc/CommonsChamber

Inspected Abortion segment: motion, Johnson’s explanation, opposing speech, division summary, presenter order and first reading.

Same parliamentary event as A, not a second incident or independent witness corroboration. Johnson expressly argued for reproductive choice; her health, statistical, polling and legal claims and the opponent’s competing claims are not adopted as independently verified findings. No parliamentary audio/video checked.

C. UK Parliament, Abortion Bill, session 2017–19, Bill 276:

https://bills.parliament.uk/bills/2302

Inspected long title and link to introduced text, listed November 20, 2018. The page identifies Johnson as sponsor. Do not confuse publication of bill text with the October introduction date or infer enactment from proposed drafting.

Original HTML text:

https://publications.parliament.uk/pa/bills/cbill/2017-2019/0276/cbill_2017-20190276_en_2.htm

Inspected long title and clauses 1–4. Proposal addressed consensual abortion up to 24 weeks, later and non-consensual terminations, and conscientious objection. It was not a proposal to remove every restriction. Proposed enacting language and the draft short title are not evidence that an Abortion Act 2018 became law. No claim about current law, later reforms, successful passage or implementation is made. HTML inspected; PDF not visually inspected.

D. Independent Parliamentary Standards Authority, Nicky Morgan profile, undated current historical record:

https://www.theipsa.org.uk/mp-staffing-business-costs/your-mp/baroness-morgan-of-cotes/4027

Inspected Election History, 2010 onwards. It records Conservative representation for Loughborough from June 8, 2017 to November 6, 2019, covering the retained event.

The generic current page header says former non-affiliated MP; the specific dated election history controls the historical party classification used here. This supports party affiliation, not an assessment of every ideological commitment or support from every Conservative.
