RESEARCH NOTES

01 Scope and evidence status

This limited comparison retains an attributed allegation of assaults and threats against Jehovah’s Witnesses in Sri Lanka. A stakeholder submission supplies an explicit 2019 incident date; government reporting supplies the named monk. Neither is a final judicial finding.

Five other directions remain unestablished. This publication preserves source dependence, unresolved legal outcomes and the distinction between institutional teaching and individual conduct.

RESEARCH NOTES

02 Political abstention and actor classification

Non-Political requires deliberate political disengagement. Monasticism, contemplative practice, pacifism and nonpartisanship alone do not establish it. Religious and political stances can overlap.

An April2016 Witness article explicitly prescribes abstention from lobbying, political-election voting, government-office candidacy and attempts to change governments. It also prescribes obeying laws, respecting officials and paying taxes. This establishes earlier institutional teaching, not each reported victim’s electoral history or withdrawal from all civic/legal life. [4]

The US Department of State report identifies Angmaduwe Vimala Himi as chief monk of Weralugahamulla temple. That role and the named attribution are retained as the report’s description; a separate temple roster and the original complaint were not inspected. Nationality and appearance do not classify the other alleged participants. [2]

03 1. Buddhism → Non-Political — Reported harmful interactions

A July13,2022 submission by two Jehovah’s Witness associations reports that a monk and a mob assaulted four female Witnesses in Rakwana on March17,2019, seized and burned literature, and threatened them. It describes an ensuing assault on another group and reported hospitalizations. These remain the organizations’ allegations. [1]

The distinctive details match the March17 episode that the State Department’s 2019 report attributes to Angmaduwe Vimala Himi and followers. Linking the accounts is an inference from their matching details: the submission supplies an explicit year and place, while the government report supplies the name. The report itself attributes the allegation to Witnesses. [1] [2]

Retain this narrowly as reported harm toward members of a community with prior explicit political-abstention teaching. The sources do not establish abstention as the motive, independent verification of injuries, a final finding of guilt or a universal Buddhist stance. [4]

RESEARCH NOTES

09 Provenance, chronology and remaining work

The 2020 State Department report repeats essentially the same named March17 account. It is not counted as another incident or independent corroboration. The associations’ 2022 submission expressly gives March17,2019; why the later annual report repeats the account was not independently established. [1] [2] [3]

OHCHR hosts the stakeholder submission; its allegations and legal arguments are not thereby UN findings. The submission is original organizational testimony, not the original police complaint, court docket or authenticated video. Both it and the government report rely on Witness reporting. [1] [2]

The submission describes court scheduling through2022, and the annual reports describe pending complaints at their respective reporting dates. Those are historical status statements. No current2026 disposition or final judgment in the Rakwana matter was verified. [1] [2] [3]

The separate2013 Kottawa and2014 Walasmulla cases must not be merged with Rakwana. A later ruling in a different case cannot establish this allegation. Further work could retrieve the Rakwana complaint, court record and independent actor identification.

Earlier Lele, McLeod and Spiritual Naturalist Society materials remain context in the canonical record. Arguments against mandatory activism and organizational nonpartisanship do not by themselves establish a named interaction or members’ complete electoral abstention.

HOLY WARS · FICTION

10 What this means for Holy Wars

A reported action by particular people does not assign collective guilt, hostility, moral scores or automatic behavior to Buddhist or non-political identities. No new gameplay mechanic is adopted.
