RESEARCH NOTES

01 Purpose and scope

This limited shared record retains a reported punitive action by Aceh’s Islamic legal institutions and an affirming policy published by a particular Muslim organization. Four directional categories remain pending.

Muslim and LGBTQ+ identities can overlap. The directions organize actions and policies; they do not describe mutually exclusive populations. LGBTQ+ identities are not a single theology or political doctrine, and no institution here represents every Muslim or LGBTQ+ person.

REAL-WORLD · EVIDENCE

02 1. Islam → LGBTQ+ — Harmful interactions

Retained reported case: May 23, 2017, Banda Aceh, Indonesia. Amnesty International reported that two men were publicly caned following conviction for consensual same-sex sexual relations under the Aceh Islamic Criminal Code. It identifies the Banda Aceh Shari’a Court and the local legal framework. Source [1], opening response and Background.

Amnesty distinguishes the 85-stroke sentence imposed on May 17 from the 83 strokes carried out on May 23 after a detention-related reduction. Human Rights Watch’s later body text also reports 83 strokes and identifies Aceh’s Sharia police as the enforcement body. Source [2], paragraph beginning “The vigilantes appear”. Its inconsistent image caption is not used for the count.

These are NGO reports, not an inspected court judgment or original bylaw. The religious-institutional connection is the identified court, police and code, not Indonesia’s population composition. The recipients were punished for same-sex conduct; their full personal identities and religious beliefs are not inferred. The reports’ historical legal descriptions are not presented as current Indonesian law.

03 2. Islam → LGBTQ+ — Ordinary / neutral coexistence

Status: Pending source inspection. No routine interaction is retained. Shared identity, geographic proximity or an inclusion statement does not independently establish observed everyday coexistence.

REAL-WORLD · EVIDENCE

04 3. Islam → LGBTQ+ — Supportive institutional policy

Retained policy: Muslims for Progressive Values (MPV). Its published principles commit the organization to LGBTQI inclusion and advocacy for LGBTQIA+ human and civil rights, including within Muslim communities. Source [3], “LGBTQI Inclusion”.

MPV’s About page describes its Muslim framework and LGBTQIA+ advocacy. Source [4], “What We Do” and “Our Vision”. This establishes the organization’s self-described identity and stance, rather than inferring them from its name alone.

The policy is undated; it was inspected October 25, 2026. No adoption date is established. This is primary evidence of a published institutional commitment, not independently evaluated service delivery, a particular marriage ceremony, universal Muslim acceptance or measured changes in wellbeing. It can support LGBTQ+ Muslims without implying two wholly separate groups.

05 4. LGBTQ+ → Islam — Harmful interactions

Status: Pending source inspection. No case is retained. Doctrinal criticism or disagreement alone does not establish harmful conduct. Actor classification, recipients, conduct and context require documentation; motives need not be exclusively anti-religious.

REAL-WORLD · EVIDENCE

06 5. LGBTQ+ → Islam — Ordinary / neutral coexistence

Status: Pending source inspection. No scoped community case or routine transaction is retained. General pluralistic participation is background context.

REAL-WORLD · EVIDENCE

07 6. LGBTQ+ → Islam — Supportive interactions

Status: Pending source inspection. HRC’s September 25, 2017 statement opposing an expanded travel ban remains a promising public-solidarity lead. Both official source pages returned 403 when opened. Search snippets alone did not satisfy passage inspection, so it is not a verified finding here.

RESEARCH NOTES

08 Evidence types and remaining gaps

The Aceh entry is attributed reporting of conduct; the MPV entry is organizational policy and self-presentation. Neither can establish all practical outcomes or the position of an entire identity group.

This bounded inspection retained Sections 1 and 3 only. The other four sections are evidence gaps, not findings that suitable examples do not exist. MPV’s general marriage-services page did not verify a particular LGBTQ+ wedding or couple-specific service. No comprehensive survey or forced symmetry is claimed.

RESEARCH NOTES

09 Reader-friendly synthesis

A local Islamic legal system carried out a reported punishment for same-sex conduct, while a specific Muslim organization publicly advocates inclusion. Identifying these actors and evidence types allows different institutional positions to be described without treating Islam or LGBTQ+ communities as uniform blocs.

HOLY WARS · FICTION

10 Connection to Holy Wars

Specific institutions and individuals can act differently, including toward people with overlapping identities. This record approves no new gameplay mechanic, automatic alliance or identity-based moral score.
