Full comparison incomplete / Needs review. 5 directional categories remain pending. Pending means unestablished in this bounded inspection, not historical absence.
Categories are analytical lenses with overlapping people and institutions. The finding concerns named actors in a particular period; it does not establish a universal position or a moral score.
Status: Pending source inspection. No category-specific example is established in this bounded pass. This does not establish historical absence.

On April 27, 2017, Conservative MP Sir Alan Duncan, answering for the UK Foreign and Commonwealth Office, expressed concern about Russia’s treatment of Jehovah’s Witnesses and affirmed religious freedom. This establishes public supportive expression toward a community with documented political-abstention teaching, not endorsement of that teaching, practical aid, party-wide support or a measured outcome. Sources [1–2].

Locators: named answerer and Conservative affiliation, answer date and answer text. Parliament identifies Sir Alan Duncan as Conservative, Rutland and Melton; answer supplied by the Foreign and Commonwealth Office. Questioner Jim Shannon is identified as DUP, not Conservative.

Locators: paragraphs 1–3, 6–7 and 9. This institutional teaching explicitly rejects electoral voting, lobbying, government office and efforts to change governments. It also teaches lawful compliance, tax payment and appeals to authorities for fair treatment. This supports deliberate political abstention as a documented institutional norm, not empirical compliance by every individual or withdrawal from every legal/civic transaction.
Section 6 — Conservative → Non-Political: retained finding
On April 27, 2017, Conservative MP Sir Alan Duncan, answering for the Foreign and Commonwealth Office, publicly expressed UK concern about Russia’s classification of Jehovah’s Witnesses as extremists and invoked their religious freedom. This is supportive public expression toward a religious community with a documented deliberate-abstention teaching predating the statement.
Scope: PUBLIC SUPPORTIVE EXPRESSION / RELIGIOUS-FREEDOM ADVOCACY ONLY. The answer does not say its motive was approval of political abstention, or endorse Witness theology. It establishes neither practical aid, a party-wide policy, successful legal protection, reciprocal endorsement nor measured outcomes. Institutional norm and political affiliation are established by different sources; overlapping religious and political categories are not treated as separate populations by default.
Qualifications
The UK answer’s characterization of the Russian ruling and its 175,000 figure remain attributed claims; this pass did not independently inspect the Russian judgment, count affected people or adjudicate current law. Avoid reproducing that number as independently verified fact.
The Watchtower is primary evidence of its own teachings, not independent social-science evidence of universal behavior. Its religious truth claims and historical persecution examples are not adopted. Its allowance for legal appeals prevents falsely presenting abstention as absence of all state contact.
No claim that Russia’s government or court qualifies as Conservative is established. No harm case is inferred from religious restriction alone.
These historical examples inform the project’s research. Characters, convictions and game effects remain authored fiction. No gameplay rule, identity-based moral score or claim about an individual character follows from this comparison.
